That is fantastic.
The full name is the Mecanroc Swincar Spyder Electric, Mecanroc being the company name of the developer. The company is french.

While looking at the video on youtube, I also found another interesting item, from a completely different source, Wesll tilting suspension for snow machines, and motorcycles (front and rear articulated suspensions... makes for an interesting motorcycle/ATV hybrid)

just as a quick addendum, I can only imagine how awesome the Swincar would be with some sort of efficient on-board power generation, rather than all-battery. Maybe a small Freedom Motors Wankel Rotary, powered by natural gas, driving a generator...
And both the Swincar, and the Wesll conversion ATV would be stellar with airless tires, or some sort of round-cross-section Tweel. The suspensions on both seem plenty loose enough to deal with jounce and rebound, and with such amazing off-road capability, one wouldn’t have to worry about flat tires.
